100MB system partition or not.

I am deploying new Windows 7 64 bit systems. I have looked all over and found what people "think" is the right anwser in reguards to the 100MB partition Windows 7 makes on a fresh install. I know that if the drive that you are installing Windows 7 on is formated already it will not make the partition. I know BitLocker uses that partition to write data to.
Here is my question... Do I need that partition if I am not using BitLocker? If I don't then I need documentation from Microsoft that supports the decision not to use it.
