$1B In Military Equipment Missing In Iraq

WASHINGTON, Dec. 6, 2007 (CBS) This story was written and reported by Laura
Strickler of the CBS News Investigative Unit.

Tractor trailers, tank recovery vehicles, crates of machine guns and rocket
propelled grenades are just a sampling of more than $1 billion in
unaccounted for military equipment and services provided to the Iraqi
security forces, according to a new report issued today by the Pentagon
Inspector General and obtained exclusively by the CBS News investigative
unit. Auditors for the Inspector General reviewed equipment contracts
totaling $643 million but could only find an audit trail for $83 million.

The report details a massive failure in government procurement revealing
little accountability for the billions of dollars spent purchasing military
hardware for the Iraqi security forces. For example, according to the
report, the military could not account for 12,712 out of 13,508 weapons,
including pistols, assault rifles, rocket propelled grenade launchers and
machine guns.

The report comes on the same day that Army procurement officials will face
tough questions from the Senate Armed Services Committee regarding their
procurement policies. One official, Claude Bolton, assistant secretary for
acquisition, logistics and technology has already announced his resignation
on the heels of sharp criticism of army contracting. Bolton's resignation is
effective Jan. 2, 2008. The Army has significantly expanded its fraud
investigations in recent months.

The report is scheduled for official release Thursday afternoon. Check back

How many soldiers died because of this.

For example, the report identifies more than $1.8M in discounts that had not
been credited to the Contracting Command while repairs, including
up-armoring, on military vehicles were delayed for lack of funds.

Audit trails, including receipts, were missing for 99% of some types of
equipment purchases totaling $438.2 million.

Nearly 13% of contracts worth $643M had no documentation/

Missing/unaccounted for equipment includes:

18 of 31 heavy tracked tank recovery vehicles worth $10M

2126 of 2943 generators worth $7M

6 of 18 garbage trucks worth $0.7M

12712 of 13508 weapons. Perhaps even worse, 796 of them, including 499 RPG
launchers and 299 machine guns were found at Abu Ghraib, apparently
forgotten.

Perhaps even worse were the construction contracts. Ya'd think that
buildings would be easy to keep track of. Yet in case after case the final
project did not match what was billed, sometimes with a difference of more
than $10M in costs, and six projects totaling $143M that were paid for but
not completed.

I direct your attention to Grover Norquist. He wants to decrease
taxes to almost nothing and the only way to do that is to shrink the
government to almost nothing. And in his and other nutty job neocons
minds, the only way to do this is to make the people hate their
government so much that the people would be easily misled into
supporting this crazy approach.

How to make the people hate the government? One way is to run it so
badly that almost everyone stops supporting it.

issue of "privatizing" the war, removing controls on the procurement
process, even tot he point of paying for items with bricks of cash, ( in
the name of "streamlining", and mocving to unbid contracts.
