6.1.7600.16385; Event ID: 8198 System Activation does not work slui already running

a week ago microsoft told me to run command prompt with slui.exe 4 cimmand answered "already runing"
I changed ssd's now nothing at the bottom of the system page does anything. Activation is showing 14 days left and that is running?
Win 7 64 bit SP1 explorer 9
