Acces Denied- situation - folders and files

im using windows xp home edition

i copy the entire hard drive to an external hard drive because i was gonna do a clean install.

well Clean install was a success.

Now my problem is:

i need to get a couple of files on that external drive, i go into the external drive, documents and settings / owner / i get access denied

i tried to take ownership of the file, i restarted in safe mode took ownership of the folder once i restart i still get the access denied file.\

i need help to somehow reset the restrictions, make it public, so i could have access to the folder, is there any other way to do it without taking ownership of the folder?
