After re-install my 64 bit Windows 7 Ultimate won't Activate

I got hit with the "Windows Security 2012" virus and ended up having to do a 2-part restore: 1. I restored my laptop to it's original state which was Win7 Home Premium; I then used the "Windows Anywhere" feature and my legitimately purchased Windows 7 Ultimate Upgrade disk to reinstall. Then, when I got the notice to "Activate" I entered in my Key to get a message saying:
"The Software Licensing Service determined that this specified product key can only be used for upgrading, not for clean installations. The error code is 0xC004F061
