Addressing an international meeting in Baghdad, he did not name any particular country. But the US accuses both Iran and Syria of stoking the violence. Faced with a military buildup in Iraq that could drag into next year, Pentagon officials are trying to identify enough units to keep up to twenty brigade combat teams in Iraq.
