Can you Prevent Switching apps in Vista?

Does anyone know if it's possible to prevent a user from switching from one

application to another in Vista? Specifically, is it possible to FORCE a user

to close an application to get back to the desktop? If so, how?

Thanks in advance for any suggestions...
