cancel the "File download - do you want to open or save this file" for url files

Hi,
First of all, I'm using Windows XP SP 3 with Internet Explorer 6.
When I try to open a url file (InternetShortcut) via cmd (iexplore.exe c:\my_url.url), I get the "File Download" pop up with the message "Do you want to open or save this file". Needless to say - I want to open it - it's a url file...
I've tried so far:
- open gpedit.msc and add url to the inclusion list for low file types and moderate risk file types.
- In the File types tab, under Folder Options, I unchecked the "Confirm open after download".
- In the IE security tab, I changed each prompt to Enabled.
When double clicking the url file, it opens with IE without asking.
Any ideas?
