Can't upate windowsnlive essentials, how do I turn on windows firewall when using Norton Security?

I am trying to update Windows Live Essentials, but fail, getting the error 0x80070643, which I believe asks me to turn on Windows Firewall.  I am using Norton Security which controls the firewall and I can't see any way of turning Windows Firewall "On". 

can you please help?
