Disk Manager - Windows 7 Premium 64 Bit

I have just installed Seagate Barracuda 3TB internal SATA drive for extra storage. The Bios and the device manager recognize the disk, but disk manager does not. I can not read or format the disk. I've been in contact with Seagate, but they have not been able to resolve the issue yet. Any assistance or ideas would be appreciated.
