DISM problem with adding updates to my WIM

I am having some issues using the DISM tool to add updates to my base WIM. I have Googled to no avail..This has all been done from an elevated command prompt. I am also logged in as a domain admin so there shouldn't be any issues with permissions on the machine itself. I have also tried this with another admin account and tried both accounts on another PC to verify it wasn't a PC/Account problem. Here is the CMD line error:
