Divide in Congress hobbles progress on U.S. security funding

By David Lawder WASHINGTON (Reuters) - The risk of a partial shutdown of the U.S. domestic security agency in two days' time increased on Wednesday with Congress struggling to reach a compromise over immigration reforms tied to funding the agency. House of Representatives Speaker John Boehner, seemingly unable to unite House Republicans, demanded at a news conference that the Senate act first on a proposed plan to strip immigration restrictions from a funding bill for the agency. With a midnight Friday funding deadline near, Boehner told reporters he would make no decision on the plan, floated by Senate Republican Leader Mitch McConnell, until the Senate acts. "Until the Senate does something, we're in a wait-and-see mode," Boehner said.
