Does Microsoft call people unannouced to tell them they have a virus and will help to get rid of it?

I just got a phone call telling me that he was from Microsoft detected that I had a virus on my computer.  Asked if I was sitting at my computer.  I told him NO and that I did not believe him and hung up.  Does Microsoft do such a thing?  I have never heard
of anyone being called by a so called Microsoft Tech. Especially one that did not speak very good English. I don't want to be scammed.
