error code 0x80070715

I did a system restore and now my MSE does not work, in fact I can not even locate it on my computer. When I try to uninstall the program I get an error saying that it can't locate files to proper finish installation. So when I try to go and install MSE I get error code 0x80070715 saying I need to uninstall. Can someone help me break this install-uninstall cycle?
