Publisher's Note
================
Europe's banks and trading platforms are working under a new
regulatory regime. From Thursday, the EU's Markets in
Financial Services Directive (MiFID) came into force, with
the aim of ending stock exchange monopolies and requiring
brokers to offer the cheapest prices for clients' trades.

Under the new rules, countries can no longer require trades
to be routed through stock exchanges, thus increasing the
scope for competition from other trading platforms or big
investment banks. Investors should also benefit from a
broader choice of services and improved protection.

MiFID will be a challenge for the industry over coming
weeks. The benefits, however, are clear: "The cost of
capital should go down over time, and this will have major
benefits for the European economy," said Internal Market
Commissioner Charlie McCreevy.

Comment of the Week
-------------------
Commenting on our piece "Finnish islands' sale of oral snuff
has Brussels fuming", Roderick Lawrie writes:

"The Royal College of Physicians, Cancer Research, Ash and
The Lancet...have all stated categorically that if we could
switch every smoker in the world to snuff, we could save 5
million people a year. If Snus is banned in Aland, with a
population of 26,000, he will switch 2900 Snus users to
cigarettes and end their lives 10 years earlier, increasing
the number of Alanders dying from lung cancer per year from
1.7 to 6.5. Should this man be prosecuted for murder?"
