The hidden economy is back on the EU agenda, with
publication this week of a European Commission Communication
entitled "Stepping up the fight against undeclared work".

Undeclared work undermines the financing of social security
systems and the EU's ability to create jobs, says the EC. It
proposes lower national taxes, less red tape for legitimate
employers and a slackening of restrictions on workers from
new Member States.

The informal economy is particularly detrimental to small
businesses, who will hope that the initiative acts as a
wake-up call for Member States. With an estimated level of
undeclared work at twice the average European unemployment
rate, inaction is no longer an option.
