Luxembourg on Tuesday again blocked plans by EU finance
ministers to shake up sales tax on electronic commerce. The
plans would shift the application of VAT from the country
of a service supplier to the country of consumption. Their
aim is to rectify market distortions caused by Internet
and telecoms companies setting up shop in countries with
the lowest VAT rates.

Luxembourg's stance is understandable. It is now a hub for
e-trade, with Apple's iTunes and Skype setting up their
European headquarters there. But it does make agreement on
the package by end 2007 unlikely. Unless all countries
decide to bring their VAT rates down to Luxembourg's
level of 15 per cent..
