Fail to boot after windows defender is run thro' USB and scan is done

Note book(windows7) infected with malware/virus and crashed.Reboot was done with windows defender copied from another Note Book in USB flash drive and scan was done.The screen is not moving out of windows defender offline.
How to reboot the system to normal operations.
