failed to install: Genuine Advantage Validation Tool (KB892130)

Tried many time to install this update: Genuine Advantage Validation Tool (KB892130) for Windows XP Serice Pack 2. What I really want to do is install Service Pack 3. It won't let me because Automatic Update should do it but I have one that failed to install.
I wouldlike a live chat with customer support or a phone number to customer support. Big run around. Help
