Brian Sterner was tipped onto the floor of the Florida police station after being arrested over a driving offence. Unable to walk since a 1994 accident, he has only partial use of his arms and no feeling below the sternum. The incident in January was caught on a CCTV camera in the jail in Hillsborough County, which incorporates Tampa. Charlette Marshall-Jones, the deputy who actually forced the man from the chair, has been suspended without pay. Fellow officers Sgt Gary Hinson, Cpl Steven Dickey and Cpl Decondra Williams have been put on administrative leave until an investigation can be completed, sheriff's department spokeswoman Debbie Carter said. Unable to break fall Mr Sterner, who is able to drive, had been arrested at his home by officers acting on a driving violation warrant. Mr Sterner said that when he arrived in the booking office the officers told him to stand up, but he was unable to do so. Brian Sterner on floor after being tipped from wheelchair (grab from police video) Once he was on the floor, two officers searched Mr Sterner According to an interview he gave to the Tampa Tribune newspaper, Mr Sterner said that Dep Jones "was irked that I wasn't complying to what she was telling me to do". "It didn't register with her that she was asking me to do something I can't do." The surveillance video, released by the sheriff's office, shows Dep Jones walk behind Mr Sterner's chair and tip it forwards until he falls to the hard floor below. Unable to brace his fall, Mr Sterner lands heavily and rolls onto his back, at which point Dep Jones starts searching his pockets. A fellow officer joins her, helping to roll Mr Sterner over and search his back pockets. The pair then attempt to get Mr Sterner back into his chair, but finding that they are unable to do so they call over to other deputies who help them lift him into place. "The actions are indefensible at every level," Chief Deputy Jose Docobo said of the incident. "Based on what I saw, anything short of dismissal would be inappropriate." They really need a federal investigation because the _Tampa Tribune_ won't do anything anytime HCSO or TPD shoots a black in the back for "pulling a knife on them." While cycling on Bruce B Downs I was once almost struck by a car going 80 -90 mph. I saw him go over a bridge near Pebble Creek and waited for his brake lights to go on as he was overtaking another vehicle. Instead of brake lights I heard a crash. When I passed I yelled at him to learn how to drive. Returning from Pasco County I noticed several vehicles and a small crowd had assembled near the crash site. An older person in the front group waved me over and asked, "uh, sir, could you help explain what happened. This gentleman who rear ended me claims he's a sheriff's deputy . . ." I answered loud enough for everyone including HCSO to hear: "He passed me going at least 80, probably 90 mph. I'm an expert witness on measurements. He came within an inch of killing me. I'll give you my home number, my work mumber, pager number, I will testify in court . . ." For months afterward the cop would blast his horn passing me when I was cycling but I never stopped riding. Your account neglected to mention an additional detail; The officers in the shoot out were also severely retarded, And probably crazy. i very much suspect that if IQ tests were administered to all police officers, in cities large and small, the curve would peak around 80.
