Give user permission to start/stop ONE service

I have a situation where I want users on a Windows XP (domain member) to have very restricted privileges - but the users need to be able to start and stop one particular Windows service. I do not want users to be able to start or stop any other services - just one particular one.

Background info: this is in a school setting in a lab environment. The computers need to be locked down as much as we can to reduce the risk of viruses etc. But the lab software the students are using for their project has a service that they need to be able to stop (and start, but stopping is more important).

Is there a way to give such a very selective permission?
