Whenever I boot up, MsMpEng.exe sucks up all the CPU cycles for about 90 seconds,. This is annoying and paralyzes the computer, slowing down the rest of the processes trying to get resources and start-up.

I DO NOT have any other security software running on this system.
What is MSE doing during its initialization that is requires so many CPU cycles?
