How can we force-display the Other User icon on the Windows 7 Login screen

Good morning,
I have two hidden accounts on an image that I am preparing, the local Administrator account and a Technician account. They have been hidden using HKEY_LOCAL_MACHINE\Software\Microsoft\WindowsNT\CurrentVersion\Winlogon\SpecialAccounts\UserList registry entries.
Now the problem exists that I cannot log in to those accounts even manually because it will not allow me to enter the username - Windows will only display the non-hidden account icons. At one time there was an "Other User" icon on the login screen, but it has disappeared. Can anyone tell me how to get the Other User icon to show up again?
The computer is not a member of the domain.
I do NOT want to hide the username of the last person logged in - we want the pictures of all the unhidden accounts to show up.
