How do I remove a bogus XP Security Essentials popup on my desktop?

Every time I try to open up an Internet browser or Outlook Express, I get a popup displaying XP Security Essential. It is requiring an annual fee to provide virus protection (probably no better than Microsoft Security Essentials). Can't seem to remove the popup or application. The executable command is qlb.exe.
