How do i remove a pop-up with the message, "browser setting change". Thank you

During internet browsing a pop-up recurringly appears sating that my "browser setting change" and should i either update my settings or to ignore.

I press ignore and it keeps on returning.

It must be a virus but my Microsoft Security Essentials cannot find anything and therefore does not remove it.

Can anybody help?
