HTML files slow to load since IE9 installed

Using Vista, since IE8 updated to IE9 some programs that call HTML files now take a long time to load these HTML files (5 sec. before update, 30+ sec. after update). Once the file has loaded, HTML files will load an normal speed. I've tried everything that I can think of to resolve this. How can I go back to IE8?
