I am having problems with start up on windows XP media edition on start up.

Frequently when I start to load windows it goes through to the user choice and when clicking on main user no bottom tool bar is present nor any icons. If I turn off my computer and retry it goes through the loading completely satisfactorily. What can I

do to correct this?
