I can not turn on Windows Security Essentials !

I have never turned it off, I am the administrator. Though it reads like, "your computer might be at risk, please turn it on". I tried to do so, by clicking the red button.

Error : Time out Expired.
Error Code: 0x800705b4

P.S. :

I am using Windows 7 Licensed Version. I have not tried to change, reinstall or to upgrade it.
