I try to download outlook express I remove the firewall and it still says that I have a firewall kee

I am using windows 7  I bought my new computer and having a lot of trouble downloading outlook express.  It gets all the way to the third step and it says my firewall is preventing it from finishing.  I have tried removing the firewall and it doesn't seem
to matter.  I am stumped.
