IE8 Will not Open Local HTM / HTML Files

When I attempt to open a .htm or .html file saved on the local drive (C:\), it loads a blank page in IE8 and then immediately disappears before prompting "Do you want to save this file?" and offering the Save or Cancel options. It will not display the page. This occurs on every locally stored .htm or .html files. Those same files open locally in other browsers, such as Firefox, without issue.
I have already tried doing a Reset of the Internet options, ensuring the HKCR registry options for .htm and .html reflect 'htmlfile' for the default values, and using a Freeware Fix IE utility to repair the IE8 install. None of these efforts have resolved the issue.
I did not notice this behavior until IE9 was installed on this system by an automatic update and then subsequently uninstalled (by me). IE9 is not yet supported in our environment, so it is necessary to run IE8. I also installed Google Chrome during this time, before noticing the problem.
Any ideas on what may be going on?
