IE9 Slow on HP DisplayLink USB conntected display

Problem: When expanding IE9 (but not IE8) from less than full screen mode to full screen on a monitor connected with an HP USB DisplayLink device with the most recent drivers, IE9 immediately builds the outter frame of IE but takes up to 30 seconds to expand the contents to full mode.

Video card: Radeon R4350 512MB

Expanding IE9's window worked properly on this USB connected monitor until about a week ago. All IE add-ons are disabled and IE has been reset to default.

Troubleshooting: Downgraded to IE8 (worked properly) and then upgraded to IE9 and the problem returned. I have removed and refreshed the video driver, replaced the video card with an exact same model, and done everything but safe mode which I cannot seem to trigger in a dual boot OS setup.

No other application displays this problem on the USB connected monitor (i.e., Office apps when expanded behave exactly the same as on the DVI and HDMI attached monitors. Only IE9 has this issue.

Any thoughts will be appreciated. I suspect there is a bug. Thanks.
