In CMD the command move /y "C:\Windows.old\Program Files" C:\

I was downgrading my computer from Windows 7 to Windows Xp, all the steps I have completed successfully except the command m /y "C:\Windows.old\Program Files" C:\. Everytime I type this command into the command prompt it answers access denied. I have even went a step further and tried the move /y "C:\Windows.old\Documents and Settings" C:\ which completed successfully, could someone please tell me why my access is being denied, and how can I fix this problem.
