"Internet Explorer cannot display the webpage"

1) I definitely have internet connection. I have tried connecting wirelessly and via LAN same problem. I can however connect through windows updates and have received several updated from Microsoft even though anytime I try Internet Explorer I get the same message.
2) Chrome and Safari are also installed on the machine and they have the same problem however I am under the impression that everything was working fine until IE9 was installed.
3) I would be more than willing to go back to IE8 if that would solve the problem only I am unsure exactly how to do that.
4) The computer is a Toshiba lap top with Windows Vista Home Premium.
