Is Windows Performance Catalyst genuine or a potential virus /spam etc?

I keep getting pop up on my screen saying computer is under threat, Torrent alerts and identity threat alerts, have run microsoft security scan and installed a new anti-virus/internet protection pack and they still appear every 3 minutes. Very annoying.
