Alright folks, we're one post away from the ballot for Usenet's newest

award, "Kook Of The Leap Year".

Originally, I wasn't going to make the rules publicly known until

actual ballot time... but I've changed my mind (because I can!) so

here's the skinny:

Kook Of The Leap Year is only awarded during intercalary years on the

Gregorian calendar - i.e. during years in which the month of February

lasts for 29 days instead of a common year's 28. Balloting for Kook

Of The Leap Year can occur at any time of the vote wrangler's choosing

during a given leap year. All candidate-restictions (such as the

Galactic Killfile and Formosa's Law) are waived on this particular

ballot. Additionally, all voter restrictions are waived; anyone and

everyone is eligible to participate in the election! Candidates are

put into play on the actual ballot via write-ins from all voters. The

vote wrangler always has the option to call a runoff election in the

end, no matter how close (or not-so-close) the final tally is.

I disagree. I think he's a genius. He's managed to parody the real awards

and point out how lame they and those who run them really are and he's done

so in a scathing manner.
