In the french Quater of course. Jackson Square is virtually untouched. O'Brians is in tact, the grass is green. THAT is where they will begin the rebuilding of NO

I chose Georgia and here's why...

Mardi Gras always seemed to have a southern touch to it, Texas is arrogant, they don't need anymore glory, and neither does NY (though it is east coast), and certainly not California.

Texas is the wrong kind of southern. you need that classic kind of southern to pull it off. If not NO orleans (well then it will never be right) the Key West (they through a hell of an afair for it anyway) or perhaps Georgia (but it still wouldn't be right)
