Just a day after announcing that it had completed development of Windows Phone 7.5, previously codenamed Mango, Microsoft delivered updated developer tools and a new build of the OS to programmers. There’s just one catch: The Windows Phone 7.5 build that Microsoft handed out isn’t the final version, it’s a near-final release candidate (RC) build instead. Huh?
