That "general financial sector" is comprised of a _lot_ of

individuals actors and I doubt that very many of them of are guilty

of Madoff's apparent crimes: lying to investors and to government

regulators, violating fiduciary duties, etc. _Some_ of them are --

for example, there certainly appears to have been widespread

malfeasance in the ratings of bundles of mortgages, in which boxes

that contained some AAA loans but a lot more BBB-or-lower ones were

labeled AAA in whole -- but most of the players didn't do anything

illegal or tortious. Rather, they -- unlike Madoff -- just played

by the rules. (Yes, many of the rules were stupid and/or outright

broken, but the blame for that goes to the rulemakers, not the

players.)
