MSE reports an error code 0x80070424 after detecting a virus.

MSE protection service somehow turned off and restarting my computer didn't turn it back on. Error message also said it does not exist as an installed service. The icon has also disappeared from my taskbar but MSE still shows up in my control panel in programs. How do I get it to work again?
