MSE won't reload/restart when turned back on after shut down.

I have MSE installed on my computer. I did a full scan and it detected and when asked removed a serious threat. When my computer hibernates, all is well, but if I shut it down MSE does not reload and open when I restart. How do I solve this problem?

My computer runs on Windows 7. I have recently removed McAfee from it as it is very costly and plainly doesn't work as a serious threst was discovered by MSE. Windows defender also gives me the error message 'operation cancelled due to restrictions on this computer', but I have also read that MSE and Windows defender cannot be run together. Any ideas?
