Report: Problems Exist In Omaha Tribal Welfare System

Nebraska's Department of Health and Human Services joint review of the
agency focused on their placement policies and oversight of children,
like Nathaniel Saunsoci.
A new report details problems in the Omaha Tribe's welfare system...
specifically in the agency that placed 20-month-old Nathaniel Saunsoci
in the home of a South Sioux City, Nebraska family. Nathaniel died one
year ago, Monday. And, authorities say his death was no accident.

Authorities say Nathaniel Saunsoci's death was no accident, but a year
after this 20-month old boy died from severe head trauma in an Omaha
hospital, the question remains... who killed him? Nathaniel's life
inside the home of Carlos and Tisha Vega... the foster family the child
moved in with just months before his death, also remains a mystery. The
couple had a total of 10 children living in their South Sioux City home.

At the annual Native American march to honor children like Nathaniel,
who have died in foster care, marchers wondered why Nathaniel wasn't in
his own family's care. Earlier this year, the Omaha Nation's Child
Protective Agency.. which placed Nathaniel in the Vega household was the
focus of a case review by the state of Nebraska. "The state works
closely with tribal authorities to ensure that children have safe places
to live," said Marla Augustine, Nebraska Health and Human Services.

Nebraska's Department of Health and Human Services joint review of the
agency focused on their placement policies and oversight of children.
The findings from that case review are described in this report.
Officials found there was a general lack of documentation of contact by
Tribal child welfare officials, foster parents, and foster children.
They also found little evidence of documentation of child abuse
assessments and safety plans for the cases they reviewed.

But, perhaps key to case is this... reviewers found a lack of
documentation of background checks for foster parents. The agency has
told the Omaha Tribal Council that these findings deserve more attention
and that expectations need to be made more clear to child welfare staff.

It's been three months since prosecutors released any new information
about the investigation into Nathaniel's death. But, Dakota County
attorney Ed Matney said today that he'll release the latest findings
this Friday.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
