Need to give Power Users the Rights to Run Win XP Defrag at their discretion

We have a 2008R2 AD Doman with WinXP pc's. I know how to schedule a task to run the defrag at startup, shutdown and how to schedule a scheduled task. However, I can't find how to provide Power User's rights to run a defrag anytime they want? Is there a way to give them the rights to defrag.exe?
