Problem updating KB2556532 as a requirement for IE9

I have Windows 7 OS, 64-bit. As I'm trying to download IE9, I get a message that I need to install updates on my computer. I go to the Control Panel and install the update (KB2556532), and it says the update was successfully installed. I try to download IE9 and I get the same message, so I go to the Control Panel, and it prompts me to install the same update. (I've tried restarting my computer before trying to download IE9 and it didn't help.) When I view installed updates, it tells me no updates are installed on this computer. I've tried installing this update several times, and each time it tells me it's successful, but it isn't. I'm not sure where I'm going wrong here... ? o__O
