Right click function on all IE9 Toolbars gone

I'm using Windowz 7 Home. I have lost the abilty to add or remove Toolbars in IE9 by right clicking. I can add them by pressing [Alt] to bring up the Menu bar, then add them through View, Toolbars. But I still have no ability to configure the Command Bar because all right click function in the Toolbar area is gone. The right click function is available above the Toolbar area and within the browser itself. But none exits within the Toolbar area. I have disabled all add-ons, reset Internet Explorer settings, downgraded from IE9 to IE8, removed IE8 by removing it as a Windows Feature. I have then brought everything back up. Added IE8 as a Windows feature, upgraded to IE9, no add-ons. Still no right click function within the Toolbar area. Never seen anything like it. Can't find any reference to such behavior anywhere on the internet or forums. HELP!
