I wonder if she feels starving is good for your health?
I am on the fence about some of the homeless issues. Many are truly disturbed but not bad enough to be a threat to society so the local community does not provide them mental services. Many others are depressed and homeless because they want to be homeless and who are we to tell someone else they can't be homeless?
One thing is certain, most of these people must have family somewhere and why are they not taking care of them?
I hate all of Government welfare, I don't believe our Governments should be trying to blindly throw money at people who ask for it. I believe all welfare should be handled by each person's family first, then their friends, then their churches and community they live in. If the person is truly needy, people who know them will help them, and if they are just lazy, then their friends and comunity will know that too and not throw money away on them. Many years ago when someone got too old to work they moved in with one of their children. The old people watched the grandchildren in many cases while both parents worked the fields and such. We should be going back to that method. If someone in my family or a close friend needed help they would be welcome to live with me, I would help them get back on their feet, but I would not buy them a home and make monthly payments for them.

Yes, there are a lot of dead beat dads, but not as many as some think. Did you know it is estimated that about 33% of all men paying child support are not the real father of the children they are paying for? Almost all States refuse to let men off the hook for child support even if they can show DNA evidence proving they are not the father.
