Social worker held on child-sex count
DCF had OK'd the man's adoption of a boy who reported he was abused.

A social worker at a foster children's home funded by the state
Department of Children and Families is accused of molesting a boy he met
in the program and later adopted.
Deputies arrested the 46-year-old Orlando man at his home Thursday and
booked him into the Orange County Jail on a charge of sexual activity
with a minor. He remained in jail Friday evening on $10,000 bail.
The Orlando Sentinel is not naming the man or the agency to avoid
identifying the boy, now 17 years old.
The investigation began this week. The teen told friends and his
probation officer that his father, who adopted him five years ago, was
molesting him. Abuse began nine months ago, said Orange County sheriff's
Sgt. Rich Mankewich.
"He's had him for five years and he groomed him over the years," said
Mankewich, who supervises the sheriff's sex-crimes unit. "The last nine
months the abuse started slow . . . and progressed to more major crimes."
The teen did not alert authorities earlier because he feared returning
to foster care, according to the arrest report.
"We're obviously glad he did [inform someone] and we were able to take
him out of that situation and put him into a safe environment right
now," Mankewich said.
At this point, investigators do not suspect there are other victims, he
said.
The suspect is the program manager at the DCF-funded residential program
where he met the boy, a place where 43 girls and boys live. The suspect
worked in various jobs at the agency since he was hired in 2001, a
spokeswoman said Friday. He had regular contact with children.
Before hiring him, the agency performed a criminal-background screening,
but the man has no criminal history.
"There was no indication of this type of behavior," the agency's
spokeswoman said.
The man will be on administrative leave while the case proceeds, she said.
Before coming to Orlando, he worked as a program director of the Sexual
and Substance Abuse Recovery Program at Boys and Girls Town ofMissouri,
according to a reference from a study on adolescent sexual abuse
behavior. Officials there said Friday that policy prohibits them from
confirming employment without the person's permission.
The man, who is single, had adopted another boy before the teen who is
accusing him. The first boy is now an adult and no longer lives with the
man. Investigators have not spoken to him, Mankewich said.
Five years ago, the man adopted his accuser after DCF officials approved
his request. Before adoption, counselors conduct a home study and talk
with references about the potential parent.
"This is an individual who had a long-established history working in
child welfare," said DCF spokeswoman Carrie Hoeppner.

100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
