MADRID (Reuters) - Spain's ruling People's Party was on Sunday the most voted party in local and regional elections but fell short of a majority in most places as upstart parties made headway across the country, exit polls showed. The PP is seen losing its absolute majority in its strongholds of Madrid and Valencia, while Podemos-backed platforms are seen winning the municipal votes in the capital Madrid, and Spain's second-biggest city Barcelona, exit polls showed.
