Sysprep in virtual

I've been experimenting with image deployment for a little while now. I've successfully gotten the process to work on physical machines, but cannot seem to get it to work in a virtual machine. I can successfully enter audit mode and configure the machine, but when I generalize it and reboot, it goes back into audit mode as if I had never run the sysprep /generalize command.
Here's the command I'm using:
sysprep /generalize /oobe /shutdown /unattend:unattend.xml
This process works on a physical machine, but will not work on a virtual machine.
