Overnight futures ( S&P, Dow, etc) were looking scary as **** last night with word of no bail out, if someone didn't do something, we would have been seeing a black Friday today. That's why they did it.

Too many jobs are at stake, not just union workers and GM direct employees.

Regardless of how you feel about the merits of bailing out the auto companies the fact is only Congress has the power to approve spending. Of course, in the pre New Deal era this would be prohibited as not a power designated to the federal government.
