I have an office that has an Office 2010 open value license, they are getting: "This service is disabled by policy. Contact your system administrator to enable it." right under the 3: Web Location: area. I have checked to make sure the WebClient Service is started and set to Automatic. My guess is that it was something in the Custom.MSP file when they rolled it out, but I have looked in the Office Customization Tool, and cannot find anything that would disable the Web location.
